drm/i915/bw: Move num_{qgv,psf}_points out from the plane group
We only have a single num_{qgv,psf}_points value, there is no
need to replicate it in each plane group.
And drop the somewhat misplaced comments about pcode behaviour
from {icl,tgl}_max_bw_index() while at it.
