MAINTAINERS: Add Radu Rendec as reviewer for the interrupt subsystem
Radu stepped up some time ago to help reviewing patches for the generic
interupt subsystem, interrupt domains and interrupt chip drivers.
Make it official so submitters add him on Cc.
