wifi: ath12k: unify HAL ops naming across chips
Rename HAL ops to follow a consistent hal ops format:
ath12k_hal_rx_xxxx_<chip>.
Remove "compact" references as non-compacts variant is no longer used.
Tested-on: QCN9274 hw2.0 PCI WLAN.WBE.1.4.1-00199-QCAHKSWPL_SILICONZ-1
