LoongArch: Guard percpu handler under !CONFIG_PREEMPT_RT
After commit 88fd2b70120d ("LoongArch: Fix sleeping in atomic context for
PREEMPT_RT"), it should guard percpu handler under !CONFIG_PREEMPT_RT to
avoid redundant operations.
