f2fs: remove some redundant codes in f2fs_quota_enable
1. qf_inum has been got and checked in its caller f2fs_enable_quotas
2. f2fs_sb_has_quota_ino has bee checked in its all callers
3. use sbi cleanup F2FS_SB(sb)
