media: rkvdec: common: Drop bitfields for the bitwriter
Currently, the common code files for hevc and h264 use structs with bitfields to represent the HW RPS buffer. Because the bitfields are mostly unaligned and numerous, it brings compiler issues, especially with clang. To prevent that, switch to using the global bitwriter previously introduced instead.
