docs: pt_BR: process: translate 7.AdvancedTopics and 8.Conclusion
Translate the "Advanced topics" and "Conclusion" sections into Brazilian
Portuguese, creating the 7.AdvancedTopics.rst and 8.Conclusion.rst
documents, and updating development-process.rst to include them.
This translation covers patch management practices with Git, community
guidelines for patch review, and the closing overview of the kernel
development cycle.
Ensure all text conforms to the strict 80-column line length limit
to maintain Sphinx rendering alignment.
