drm/amd/display: Ensure dtbclk is enabled
[why]
ensure dtbclk is enabled before hdmistreamclk_en
pmfw could stop dtbclk on idle.
driver needs to ensure dtbclk enabled is enabled before hdmistreamclk_en
also disable debounce timer on dcn42.
