tools headers: Sync UAPI drm/drm.h with kernel sources
To pick up the changes in:
a1b6cf8e5e7e9102 ("drm: uapi: Use SPDX in DRM core uAPI headers")
dc2d30e7db8321a6 ("drm/doc: document DRM_IOCTL_SYNCOBJ_EVENTFD")
That don't result in changes to the string tables generated from this header.
This addresses this perf build warning:
