drm/amd/pm: add smu pcie dpm cap & width convert helper
define following heler to convert pmfw pcie dpm index to smu index.
- SMU_DPM_PCIE_GEN_IDX(gen)
- SMU_DPM_PCIE_WIDTH_IDX(width)
