wifi: rtw89: rfk: update rtw89_fw_h2c_rf_pre_ntfy_mcc format
The H2C command rtw89_fw_h2c_rf_pre_ntfy_mcc have different format.
8922A after FW 0.35.49.0 use v0, after FW 0.35.84.0 use v1. The coming
8922D will use v2.
