Merge branch 'pci/controller/rescan_lock'
- Protect root bus removal with rescan lock in altera, brcmstb, cadence,
dwc, iproc, mediatek, plda, rockchip to prevent use-after-free or crashes
when racing with sysfs rescan or hotplug (Hans Zhang)
