pinctrl: scmi: ignore PIN_CONFIG_PERSIST_STATE
The PIN_CONFIG_PERSIST_STATE setting ensures that the pin state persists
across a sleep or controller reset. The SCMI spec does not have an
equivalent command to this so just ignore it.
