amd-pstate: Introduce a tracepoint trace_amd_pstate_cppc_req2()
Introduce a new tracepoint trace_amd_pstate_cppc_req2() to track
updates to MSR_AMD_CPPC_REQ2.
Invoke this while changing the Floor Perf.
