gpio: gpio-by-pinctrl: add pinctrl based generic GPIO driver
The ARM SCMI pinctrl protocol allows GPIO access. Instead of creating
a new SCMI GPIO driver, this driver is a generic GPIO driver that uses
standard pinctrl interfaces.
