perf amd ibs: Make Fetch status bits dependent on PhyAddrValid for newer platforms
On Zen6 and future platforms, IBS_FETCH_CTL status fields are valid only if IBS_FETCH_CTL[IbsPhyAddrValid] is set. Same for IBS_FETCH_CTL_EXT. Add these checks while decoding IBS MSRs. Unfortunately, there is no CPUID bit to indicate the change. Fallback to Family/Model check.
