pmdomain: qcom: rpmhpd: Add Eliza RPMh Power Domains

Add RPMh Power Domains support for the Eliza platform. The list of power
domains is taken from downstream. Even though the cmd-db does list MMCX
and MXC, they are not used, so they should not be describe.
