soc: hisilicon: kunpeng_hccs: Fix discard ‘const’ qualifier compiling warning
The link_fsm_map has ‘const’ qualifier, but the 'str' pointer
in link_fsm_map is discarded. So add 'const' for this pointer
to fix the compiling warning.
