wc: Fix usage and manual SYNOPSIS + nits
The -c and -m flags are mututally exclusive. Also minor manual fixes:
+ Angle quotes do not work in prose, use double quote matching extant
+ Align manual page options list
+ Tag SPDX license identifier for manual
