The TODO list asks to "find codes that can use %pM and %Nph formatting".
A grep of the driver directory shows that no manual MAC address formatting
(using "%02x:%02x:..) remains in the code, thus all instances appear to have
been converted to use "%pM".
Remove the stale entry from the TODO list.

No longer document drivers should switch to lib80211,
they really should never have done that. While at it,
also remove the recommendation to use cfg80211, if it
switches to mac80211 then it implicitly uses cfg80211
but doesn't need to do anything about that, normally.

The rtl8723bs is found on quite a few systems used by Linux users,
such as on Atom systems (Intel Computestick and various other
Atom based devices) and on many (budget) ARM boards such as
the CHIP.
The plan moving forward with this is for the new clean,
written from scratch, rtl8xxxu driver to eventually gain
support for sdio devices. But there is no clear timeline
for that, so lets add this driver included in staging for now.
