selftests: rtnetlink.sh: remove esp4_offload after test

The esp4_offload module, loaded during IPsec offload tests, should
be reset to its default settings after testing.
Otherwise, leaving it enabled could unintentionally affect subsequence
test cases by keeping offload active.

Without this fix:
$ lsmod | grep offload; ./rtnetlink.sh -t kci_test_ipsec_offload ; lsmod | grep offload;
PASS: ipsec_offload
esp4_offload           12288  0
esp4                   32768  1 esp4_offload

With this fix:
$ lsmod | grep offload; ./rtnetlink.sh -t kci_test_ipsec_offload ; lsmod | grep offload;
PASS: ipsec_offload

selftests: rtnetlink: Add operational state test

Virtual devices (e.g., VXLAN) that do not have a notion of a carrier are
created with an "UNKNOWN" operational state which some users find
confusing [1].

It is possible to set the operational state from user space either
during device creation or afterwards and some applications will start
doing that in order to avoid the above problem.

Add a test for this functionality to ensure it does not regress.

selftests: rtnetlink: fix addrlft test flakiness on power-saving systems

Jakub reported that the rtnetlink test for the preferred lifetime of an
address has become quite flaky. The issue started appearing around the 6.16
merge window in May, and the test fails with:

    FAIL: preferred_lft addresses remaining

The flakiness might be related to power-saving behavior, as address
expiration is handled by a "power-efficient" workqueue.

To address this, use slowwait to check more frequently whether the address
still exists. This reduces the likelihood of the system entering a low-power
state during the test, improving reliability.

bridge: Allow deleting FDB entries with non-existent VLAN

It is currently impossible to delete individual FDB entries (as opposed
to flushing) that were added with a VLAN that no longer exists:

 # bridge fdb del 00:11:22:33:44:55 dev dummy1 master vlan 1
 RTNETLINK answers: Invalid argument

 00:11:22:33:44:55 dev dummy1 vlan 1 master br1 static

This is in contrast to MDB entries that can be deleted after the VLAN
was deleted:

Align the two interfaces and allow user space to delete FDB entries that
were added with a VLAN that no longer exists:

netdevsim: fix rtnetlink.sh selftest

I cleared IFF_NOARP flag from netdevsim dev->flags in order to support
skb forwarding. This breaks the rtnetlink.sh selftest
kci_test_ipsec_offload() test because ipsec does not connect to peers it
cannot transmit to.

Fix the issue by adding a neigh entry manually. ipsec_offload test now
successfully pass.

selftests: net: fix setup_ns usage in rtnetlink.sh

The setup_ns helper marks the testns global variable as
readonly. Later attempts to set such variable are unsuccessful,
causing a couple test failures.

Avoid completely the variable re-initialization and let the
function access the global value.
