Pull sysctl updates from Joel Granados:

 - Fix kernel-doc warnings by adjusting in file documentation

 - Consolidate do_proc_* function into do_proc_vec

   Consolidate three slightly different implementations of applying a
   converter on all elements of a vector. Fixes to this function now
   propagate to the three types.

 - Replace CONFIG_PROC_SYSCTL with CONFIG_SYSCTL (they were the same)
   and restrict cad_pid modifications to global root (GLOBAL_ROOT_UID)

<title>openvswitch: remove support for legacy tunnel types</title>

ovs-vswitchd doesn't use OVS_VPORT_TYPE_GRE/VXLAN/GENEVE with the
Linux kernel module since adding support for standard tunnel devices
with COLLECT_METADATA back in 2017.  The code to use them was only
activated as a fallback for old kernels, so not used in practice.  And
it is now fully removed in the upcoming OVS 4.0 release.

Modern way to use tunnels with OVS is to create standard tunnel ports
with RTM_NEWLINK + COLLECT_METADATA and add them as OVS_VPORT_TYPE_NETDEV.

Device reference management and the netlink options parsing for these
legacy port types is complicated and was a CVE magnet in the previous
release cycles.  Existence of these modules also makes locking analysis
for geneve module and other core tunnel devices unnecessarily more
complicated, especially in light of migration to per-netns locking.

Since there are no actual users for these port types for a very long
time, let's just remove the support entirely.  There is no practical
reason to run OVS from 2017 on a recent kernel.

While it's technically a uAPI change in some sense, from the user's
perspective this removal looks indistinguishable from the kernel built
with CONFIG_OPENVSWITCH_GENEVE/VXLAN/GRE disabled.  And it seems like
removal of unused drivers/modules is not a rare event these days.

A comment is added to the uAPI header noting that standard RTM_NEWLINK
with COLLECT_METADATA followed by OVS_VPORT_CMD_NEW with the simple
OVS_VPORT_TYPE_NETDEV should be used instead.

Modules responsible for these tunnel ports are removed as well as
selftests covering this functionality.  Further cleanups will follow.

61a47c1ad3a4 ("sysctl: Remove the sysctl system call"); it was selected
by both CONFIG_SYSCTL_SYSCALL and CONFIG_PROC_SYSCTL.

Today CONFIG_PROC_SYSCTL is the only selector, so the two are always
equal. Kill the hidden bool, rename the PROC_SYSCTL prompt to SYSCTL,
and s/CONFIG_PROC_SYSCTL/CONFIG_SYSCTL/ tree-wide.

<title>selftests: net: add FOU multicast encapsulation resubmit test</title>

Add a selftest to verify that FOU-encapsulated packets addressed to a
multicast destination are correctly resubmitted to the inner protocol
handler (GRE) via the UDP multicast delivery path.  Both IPv4 and IPv6
paths are tested.

The test creates two network namespaces connected by a veth pair with
a FOU/GRETAP (IPv4) and FOU/ip6gretap (IPv6) tunnel using multicast
remote addresses (239.0.0.1 and ff0e::1).  Ping is sent through each
tunnel and received packets are counted on the receiver's tunnel
interface.

The veth pair is created directly inside the namespaces to avoid
possible name collisions with devices in the root namespace.

Static neighbor entries are configured on the sender because ARP/ND
replies from the receiver cannot traverse the unidirectional multicast
tunnel back to the sender.

The early demux optimization (net.ipv4.ip_early_demux, which controls
both IPv4 and IPv6) is disabled on the receiver to force packets
through __udp4_lib_mcast_deliver() / __udp6_lib_mcast_deliver(), which
is the code path being tested.

Add ecmp_rehash.sh with nine scenarios verifying that TCP rehash
selects a different local ECMP path for IPv6:

  - SYN retransmission (forward path blocked during setup)
  - SYN/ACK retransmission (reverse path blocked during setup)
  - Midstream RTO (forward path blocked on established connection)
  - Midstream ACK rehash (reverse path blocked on established connection)
  - PLB rehash (ECN-driven congestion on established connection)
  - Hash policy 1 negative test (rehash attempted but path unchanged)
  - No flowlabel leak (client mp_hash does not alter on-wire flowlabel)
  - Dst rebuild consistency (dst invalidation does not change path)
  - Syncookie server path consistency (SYN-ACK and post-cookie ACKs
    use the same ECMP path)

The policy 1 test verifies that fib_multipath_hash_policy=1 computes
a deterministic 5-tuple hash, so txhash re-rolls do not change the
ECMP path while TcpTimeoutRehash still increments.

The flowlabel leak test sets auto_flowlabels=0 on the client and
installs tc filters on client egress that drop TCP packets with
nonzero flowlabel, confirming that the client's fl6-&gt;mp_hash does
not leak into the on-wire IPv6 flow label.

The PLB test needs DCTCP, a restricted congestion control.  Rather
than relax the host-global tcp_allowed_congestion_control (no
per-netns equivalent), it pins dctcp on the test routes via the
congctl route attribute, confined to the test namespaces.

The dst rebuild test streams data, invalidates the cached dst by
adding and removing a dummy route (bumping the fib6_node sernum),
and verifies that traffic stays on the same path.  The sernum change
causes ip6_dst_check() to fail on the next transmit, triggering a
fresh route lookup via inet6_csk_route_socket().
ECMP_REBUILD_ROUNDS=10 repeats the check to reduce the probability
of a buggy kernel passing by chance with 2-way ECMP.

The syncookie server path consistency test verifies that the
server's SYN-ACK and subsequent ACKs use the same ECMP path.
With syncookies, the request socket is freed after the SYN-ACK,
so cookie_tcp_reqsk_init() must derive the same txhash (from the
cookie) that was used for the SYN-ACK's route lookup.

The syncookie test forces tcp_syncookies=2; it skips when
CONFIG_SYN_COOKIES is not available.  selftests/net/config selects
it (and CONFIG_TCP_CONG_DCTCP for the PLB test).

Add a test that exercises the ndo_change_rx_flags path through a
macvlan -&gt; bridge -&gt; team -&gt; dummy stack. This triggers dev_uc_add
under addr_list_lock which flips promiscuity on the lower device.
With the new work queue approach, this must not deadlock.

As commit bbf4a17ad9ff ("ipv6: Fix ECMP sibling count mismatch when
clearing RTF_ADDRCONF") pointed out, RA routes are not elegible for ECMP
merging.

Add a test scenario mixing RA and static routes with gateway to check
that they are not getting merged.

<title>selftests: net: tests for add double tunneling GRO/GSO</title>

Create a simple, netns-based topology with double, nested UDP tunnels and
perform TSO transfers on top.

Explicitly enable GSO and/or GRO and check the skb layout consistency with
different configuration allowing (or not) GSO frames to be delivered on
the other end.

The trickest part is account in a robust way the aggregated/unaggregated
packets with double encapsulation: use a classic bpf filter for it.
