Add a new .check_hooks interface for checking if the match/target is
used from the validate hook according to its configuration.

Move existing conditional hook check based on the match/target
configuration from .checkentry to .check_hooks for the following
matches/targets:

- addrtype
- devgroup
- physdev
- policy
- set
- TCPMSS
- SET

This is a preparation patch to fix nft_compat, not functional changes
are intended.

Based on patch from Florian Westphal.

This is a partial revert of:

  commit ab4f21e6fb1c ("netfilter: xtables: use NFPROTO_UNSPEC in more extensions")

to allow ipv4 and ipv6 only.

- xt_mac
- xt_owner
- xt_physdev

These extensions are not used by ebtables in userspace.

Moreover, xt_realm is only for ipv4, since dst-&gt;tclassid is ipv4
specific.

Reject names that lack a \0 character and reject the empty string as
well. iptables allows this but it fails to re-parse iptables-save output
that contain such rules.

Simplify the check in physdev_mt_check() to emit an error message
only when passed an invalid chain (ie, NF_INET_LOCAL_OUT).
This avoids cluttering up the log with errors against valid rules.

For large/heavily modified rulesets, current behavior can quickly
overwhelm the ring buffer, because this function gets called on
every change, regardless of the rule that was changed.

Following command:
  iptables -D FORWARD -m physdev ...
causes connectivity loss in some setups.

Reason is that iptables userspace will probe kernel for the module revision
of the physdev patch, and physdev has an artificial dependency on
br_netfilter (xt_physdev use makes no sense unless a br_netfilter module
is loaded).

This causes the "phydev" module to be loaded, which in turn enables the
"call-iptables" infrastructure.

bridged packets might then get dropped by the iptables ruleset.

The better fix would be to change the "call-iptables" defaults to 0 and
enforce explicit setting to 1, but that breaks backwards compatibility.

This does the next best thing: add a request_module call to checkentry.
This was a stray '-D ... -m physdev' won't activate br_netfilter
anymore.
