hci_bdaddr_list_del_with_flags() was added in 2020's
commit 8baaa4038edb ("Bluetooth: Add bdaddr_list_with_flags for classic
whitelist")
but has remained unused.

hci_remove_ext_adv_instance() was added in 2020's
commit eca0ae4aea66 ("Bluetooth: Add initial implementation of BIS
connections")
but has remained unused.

Remove them.

This introduces hci_cmd_sync_run/hci_cmd_sync_run_once which acts like
hci_cmd_sync_queue/hci_cmd_sync_queue_once but runs immediately when
already on hdev->cmd_sync_work context.

This makes MGMT_OP_LOAD_CONN_PARAM update existing connection by
dectecting the request is just for one connection, parameters already
exists and there is a connection.

Since this is a new behavior the revision is also updated to enable
userspace to detect it.

This fixes the following deadlock introduced by 39a92a55be13
("bluetooth/l2cap: sync sock recv cb and release")

Possible unsafe locking scenario:

May be due to missing lock nesting notation

This fixes the UAF on __hci_acl_create_connection_sync caused by

hci_cmd_sync_cancel to prevent the callback to run if the connection is
abort prematurely.
