load_elf_binary() sets current-&gt;mm-&gt;def_flags = def_flags and def_flags
is always zero.  Not only this looks strange, this is unnecessary
because mm_init() has already set -&gt;def_flags = 0.

<title>fs, kernel: permit disabling the uselib syscall</title>

uselib hasn't been used since libc5; glibc does not use it.  Support
turning it off.

When disabled, also omit the load_elf_library implementation from
binfmt_elf.c, which only uselib invokes.
