Merge power capping updates for 6.5-rc1:

 - Fix CONFIG_IOSF_MBI dependency in the Intel RAPL power capping
   driver (Zhang Rui).

 - Fix invalid initialization for pl4_supported field in the Intel RAPL
   power capping driver (Sumeet Pawnikar).
