tc is required by CONFIG_IXGBE_DCB.
This also fixes compilation warning:

After commmit 4b77b0a2ba27d64f58f16d8d4d48d8319dda36ff EEH breaks
after the second error, since it calls pci_restore_state()
but it returns 0, since pci-&gt;state_saved is false.

So, this patch just call pci_save_state() after pci_restore_state().

<title>ixgbe: fix traffic hangs on Tx with ioatdma loaded</title>

When ioatdma was loaded we we were unable to transmit traffic.  We weren't
using the correct registers in ixgbe_update_tx_dca for 82599 systems.
Likewise in ixgbe_configure_tx() we weren't disabling the arbiter before
modifying MTQC.

When DCB is enabled, the ixgbe_check_tx_hang() should check the corresponding
TC's TXOFF in TFCS based on the TC that the tx ring belongs to. Adds a
function to map from the tx_ring hw reg_idx to the correspodning TC and read
TFCS accordingly.

This patch will add support for the 82599 Dual port Backplane
device (0x10f8).  This device has the ability to link in serial (KR) and
parallel (KX4/KX) modes, depending on what the switch capabilities are in
the blade chassis.

The only error returned by pci_{en,dis}able_pcie_error_reporting() is
-EIO which simply means that Advanced Error Reporting is not supported.
There is no need to report that, so remove the error check from e1000e,
igb and ixgbe.
