RDMA/ipoib: Use the networking stack default for txqueuelen

There is no need for a special txqueuelen value for IPoIB.
This value represents the qdisc size which is not related to the SQ
size, and the default value provided by the stack (DEFAULT_TX_QUEUE_LEN)
is sufficient for typical use cases.

RDMA/ipoib: Remove unused declarations

There are some declarations without function definition, which are listed
as below:

1. ipoib_ib_tx_timer_func() has also been removed since
   commit 8966e28d2e40 ("IB/ipoib: Use NAPI in UD/TX flows")

2. ipoib_pkey_event() has been removed since
   commit ee1e2c82c245 ("IPoIB: Refresh paths instead of flushing them on
   SM change events")

3. ipoib_mcast_dev_down() has been removed since
   commit 988bd50300ef ("IPoIB: Fix memory leak of multicast group
   structures")

4. ipoib_pkey_open() has been removed since
   commit dd57c9308aff ("IB/ipoib: Avoid multicast join attempts with
   invalid P_key")

Remove these unused declarations.

net: annotate writes on dev->mtu from ndo_change_mtu()

Simon reported that ndo_change_mtu() methods were never
updated to use WRITE_ONCE(dev->mtu, new_mtu) as hinted
in commit 501a90c94510 ("inet: protect against too small
mtu values.")

We read dev->mtu without holding RTNL in many places,
with READ_ONCE() annotations.

It is time to take care of ndo_change_mtu() methods
to use corresponding WRITE_ONCE()

The reason is the call netdev_{put, hold} of dev_{put,hold} will check NULL
There is no need to check before using dev_{put, hold}

rtnetlink: prepare nla_put_iflink() to run under RCU

We want to be able to run rtnl_fill_ifinfo() under RCU protection
instead of RTNL in the future.

This patch prepares dev_get_iflink() and nla_put_iflink()
to run either with RTNL or RCU held.

RDMA/ipoib: Print symbolic error name instead of error code

Utilize the %pe print specifier to get the symbolic error name as a
string (i.e "-ENOMEM") in the log message instead of the error code to
increase its readability.
