[Why]
Some asserts are always hit on startup/Pnp when they should only be used
to indicate when something has gone wrong.

[How]
Ignore result of getting function from bios cmd table for newer asics.

codes and errors should be reported.

Theoretically, it would be possible for a buggy or malicious VBIOS to
overwrite past the bounds of the passed parameters (or its own
workspace); add bounds checking to prevent this from happening.

[Why]
We can hang in place trying to send commands when the DMCUB isn't
powered on.

[How]
For functions that execute within a DC context or DC lock we can
wrap the direct calls to dm_execute_dmub_cmd/list with code that
exits idle power optimizations and reallows once we're done with
the command submission on success.

For DM direct submissions the DM will need to manage the enter/exit
sequencing manually.

We cannot invoke a DMCUB command directly within the DM execution
helper or we can deadlock.

[Why]
OTG inst and pwrseq inst mapping is not align therefore we cannot use
otg_inst as pwrseq inst to get DCIO register.

[How]
1. Pass the correct pwrseq instance to dmub when set abm pipe.

[Why]
When an eDP panel is powered externally from a different GPU, we can avoid
waiting for hardware sequencing delays when switching the backlight on/off
as the display backlight is no longer powered by the original source.

[How]
This commit extends the 'link_powered_externally' variable to allow
bypassing hardware delays for additional backlight commands and force the
backlight on/off when a link is powered by another GPU.
