[Why &amp; How]
In order to know the intermediate link rates supported by the eDP
panel and test to select the optimized link rate to save power,
create a new debugfs entry "ilr_setting" for
setting ILR.

[Why]
crc_rd_wrk shouldn't be null in crc_win_update_set(). Current programming
logic is inconsistent in crc_win_update_set().

[How]
Initially, return if crc_rd_wrk is NULL. Later on, we can use member of
crc_rd_wrk safely.

There is no reason to allow for partial buffers from userspace in our
debugfs. In this particular case callers will zero out the wr_buf but if
callers in the future don't do that we might be looking at corrupt data.

VCPI slot start is

Make the DP MST helpers aware of the current starting VCPI slot/VCPI total
slot count...

Driver Changes:
...and then add support for taking advantage of this for 128b/132b links on DP
2.0 for amdgpu
