IDR is deprecated so let's convert the context manager to xarray.

In doing so we remove the context manager mutex and switch call sites
which required the guarantee context cannot go away while they walk the
list of context, or otherwise operate on them, to use reference counting.

This allows us to use the built in xarray spinlock for all operations and
just temporarily drop it when we need to call sleeping functions.

amdgpu_sched_ioctl() currently uses WARN(1, ...) when userspace passes
an out-of-range context priority value. WARN(1, ...) is unconditional
and produces a full stack trace, which is disproportionate for a simple
input validation failure -- the invalid value is already rejected with
-EINVAL on the next line.

Replace WARN(1, ...) with DRM_ERROR() to log the invalid value at an
appropriate level without generating a stack dump. The -EINVAL return
to userspace is unchanged.

No functional change for well-formed userspace callers.

	For any changes of struct fd representation we need to
turn existing accesses to fields into calls of wrappers.
Accesses to struct fd::flags are very few (3 in linux/file.h,
1 in net/socket.c, 3 in fs/overlayfs/file.c and 3 more in
explicit initializers).
	Those can be dealt with in the commit converting to
new layout; accesses to struct fd::file are too many for that.
	This commit converts (almost) all of f.file to
fd_file(f).  It's not entirely mechanical ('file' is used as
a member name more than just in struct fd) and it does not
even attempt to distinguish the uses in pointer context from
those in boolean context; the latter will be eventually turned
into a separate helper (fd_empty()).

	NOTE: mass conversion to fd_empty(), tempting as it
might be, is a bad idea; better do that piecewise in commit
that convert from fdget...() to CLASS(...).

To get a hardware queue priority for a context, we are currently
mapping AMDGPU_CTX_PRIORITY_* to DRM_SCHED_PRIORITY_* and then
to hardware queue priority, which is not the right way to do that
as DRM_SCHED_PRIORITY_* is software scheduler's priority and it is
independent from a hardware queue priority.

Use userspace provided context priority, AMDGPU_CTX_PRIORITY_* to
map a context to proper hardware queue priority.

of an inline function, drm_to_adev(). The inline
function resolves a pointer to struct drm_device
to a pointer to struct amdgpu_device.
