We now use the merged time.c for both 32-bit and 64-bit compilation with ARCH=powerpc, and for ARCH=ppc64, but not for ARCH=ppc32. This removes setup_default_decr (folds its function into time_init) and moves wakeup_decrementer into time.c. This also makes an asm-powerpc/rtc.h. Signed-off-by: Paul Mackerras <paulus@samba.org>

This patch cleans up a commonly repeated set of changes to the NTP state variables by adding two helper inline functions: ntp_clear(): Clears the ntp state variables ntp_synced(): Returns 1 if the system is synced with a time server. This was compile tested for alpha, arm, i386, x86-64, ppc64, s390, sparc, sparc64. As part of my timeofday rework, I've been looking at the NTP code and I noticed that the PPC architecture is apparently misusing the NTP's time_offset (it is a terrible name!) value as some form of timezone offset. This could cause problems when time_offset changed by the NTP code. This patch changes the PPC code so it uses a more clear local variable: timezone_offset. The following problem was found by Giovambattista Pulcini <gpulcini@swintel.it>, who also provided a partial patch, and this has been verified by our time guru Gabriel Paubert <paubert@iram.es>. The problem is that in do_settimeofday() we always set time_state to TIME_ERROR and except on two platforms, never re-set it. This meant that ntp_gettime() and ntp_adjtime() always returned TIME_ERROR, incorrectly. Based on Gabriel's analysis, time_state is used for leap-second processing, and ppc shouldn't be mucking with it. Initial git repository build. I'm not bothering with the full history, even though we have it. We can create a separate "historical" git archive of that later if we want to, and in the meantime it's about 3.2GB when imported into git - space that would just make the early git days unnecessarily complicated, when we don't have a lot of good infrastructure for it. Let it rip!
