This uses compat_alloc_userspace to remove the various
hacks to allow do_sysctl to write to throuh oldlenp.

The rest of our mature compat syscall helper facitilies
are used as well to ensure we have a nice clean maintainable
compat syscall that can be used on all architectures.

The motiviation for a generic compat sysctl (besides the
obvious hack removal) is to reduce the number of compat
sysctl defintions out there so I can refactor the
binary sysctl implementation.

ppc already used the name compat_sys_sysctl so I remove the
ppcs version here.

The truncate syscall has a signed long parameter, so when using a 32-
bit userspace with a 64-bit kernel the argument is zero-extended
instead of sign-extended. Adding the compat_sys_truncate function
fixes the issue.

This was noticed during an LSB truncate test failure. The test was
checking for the correct error number set when truncate is called with
a length of -1. The test can be found at:

Nothing arch specific in get/settimeofday.  The details of the timeval
conversion varied a little from arch to arch, but all with the same
results.

Also add an extern declaration for sys_tz to linux/time.h because externs
in .c files are fowned upon.  I'll kill the externs in various other files
in a sparate patch.

struct stat / compat_stat is the same on all architectures, so
cp_compat_stat should be, too.

Turns out it is, except that various architectures have slightly and some
high2lowuid/high2lowgid or the direct assignment instead of the
SET_UID/SET_GID that expands to the correct one anyway.

This patch replaces the arch-specific cp_compat_stat implementations with
a common one based on the x86-64 one.

None of these files use any of the functionality promised by
asm/semaphore.h.  It's possible that they rely on it dragging in some
unrelated header file, but I can't build all these files, so we'll have
fix any build failures as they come up.
