The kgdb console is already implemented and registered in pdc_cons.c,
so the duplicate code can be dropped.

Add a simplistic keyboard driver for usage of PDC I/O functions
with kgdb. This driver makes it possible to use KGDB with QEMU.

single-stepping utilizing the recovery counter.
