The mips_mt_* symbols are only built and exported if
CONFIG_MIPS_MT is enabled.

Fixes the following build problem when CONFIG_SMP is enabled
but CONFIG_MIPS_MT is not.

arch/mips/built-in.o: In function `cmp_prepare_cpus':
arch/mips/kernel/smp-cmp.c:197:
undefined reference to `mips_mt_set_cpuoptions'

The TCBIND register is only available if the core has MT support. It
should not be read otherwise. Secondly, the number of TCs (siblings)
are calculated differently depending on if the kernel is configured
as SMVP or SMTC.

The CPUNum Field in EBase register is 10bit wide, so after 1 bit right
shift, the mask value should be 0x1ff.

Currently the tc_id code is:

  (read_c0_tcbind() &gt;&gt; TCBIND_CURTC_SHIFT) &amp; TCBIND_CURTC;

After processing this becomes:

We're weaning the core code off handing cpumask's around on-stack.
This introduces arch_send_call_function_ipi_mask(), and by defining
it, the old arch_send_call_function_ipi is defined by the core code.

We also take the chance to wean the implementations off the
obsolescent for_each_cpu_mask(): making send_ipi_mask take the pointer
seemed the most natural way to ensure all implementations used
for_each_cpu.
