Reduced version of the spelling cleanup patch.

Take out the confusing language in tcp_frto, and organize the
undocumented values.

These sysctl values are time related and all use the same routine
(proc_dointvec_jiffies) that internally converts from seconds to jiffies.
The code is fine, the documentation is just wrong.

Since the SACK enhanced FRTO was added, the code has been
under test numerous times so remove "experimental" claim
from the documentation. Also be a bit more verbose about
the usage.
