kernel-doc: don't let V=1 change outcome

The kernel-doc script currently reports a number of issues
only in "verbose" mode, but that's initialized from V=1
(via KBUILD_VERBOSE), so if you use KDOC_WERROR=1 then
adding V=1 might actually break the build. This is rather
unexpected.

Change kernel-doc to not change its behaviour wrt. errors
(or warnings) when verbose mode is enabled, but rather add
separate warning flags (and -Wall) for it. Allow enabling
those flags via environment/make variables in the kernel's
build system for easier user use, but to not have to parse
them in the script itself.

parisc: update kbuild doc. aliases for parisc64

ARCH=parisc64 is now supported for 64-bit parisc builds, so add
this alias to the kbuild.rst documentation.

Pull sh updates from John Paul Adrian Glaubitz:
 "This is a bit larger than my previous one and mainly consists of
  clean-up work in the arch/sh directory by Geert Uytterhoeven and Randy
  Dunlap.

  Additionally, this fixes a bug in the Storage Queue code that was
  discovered while I was reviewing a patch to switch the code to the
  bitmap API by Christophe Jaillet.

  So this contains both a fix for the original bug in the Storage Queue
  code that can be backported later as well as the Christophe's patch to
  swich the code to the bitmap API.

I recently started uploading prebuilt stable versions of LLVM to
kernel.org, which should make building the kernel with LLVM more
accessible to maintainers and developers. Link them in the LLVM
documentation to make this more visible.

sh: remove sh5/sh64 last fragments

Commit 596b0474d3d9 ("kbuild: preprocess module linker script")
removes KBUILD_LDS_MODULE, yet the variable is still mentioned in
kbuild documentation. Remove the reference to the now-nonexistent
variable.

Documentation/llvm: add Chimera Linux, Google and Meta datacenters

Chimera Linux is a Linux distribution from 2021 that builds its kernels
with Clang.

Google transitioned its data center fleet to run Clang built kernels in
2021, and Meta did so as well in 2022.  Meta talked about this at LPC
2022 at a talk titled Kernel Live Patching at Scale.

These were important milestones for building the kernel with Clang.
Making note of them helps improve confidence in the project.

in general.

Although the diff looks massive, it's trivial with 'diff -w' or 'git
show -w'.
