There are lots of documents under Documentation/*.txt and a few other
orphan documents elsehwere that belong to the driver-API book.

Move them to their right place.

<title>dcdbas.txt: standardize document format</title>

Each text file under Documentation follows a different
format. Some doesn't even have titles!

Change its representation to follow the adopted standard,
using ReST markups for it to be parseable by Sphinx:

- Mark titles;
- Mark literal blocks;
- Mark table.

This patch adds the Dell Systems Management Base Driver with sysfs support.

This driver has been tested with Dell OpenManage.
