<title>docs: refcount_t documentation</title>

Some functions from refcount_t API provide different
memory ordering guarantees that their atomic counterparts.
This adds a document outlining these differences (
Documentation/core-api/refcount-vs-atomic.rst) as well as
some other minor improvements.
