The lib.sh script is meant to be sourced from other scripts, not executed
directly. Therefore, remove the executable bits from lib.sh's permissions.

<title>selftests: forwarding: Avoid failures to source net/lib.sh</title>

The expression "source ../lib.sh" added to net/forwarding/lib.sh in commit
25ae948b4478 ("selftests/net: add lib.sh") does not work for tests outside
net/forwarding which source net/forwarding/lib.sh (1). It also does not
work in some cases where only a subset of tests are exported (2).

Avoid the problems mentioned above by replacing the faulty expression with
a copy of the content from net/lib.sh which is used by files under
net/forwarding.

A more thorough solution which avoids duplicating content between
net/lib.sh and net/forwarding/lib.sh has been posted here:

The approach in the current patch is a stopgap solution to avoid submitting
large changes at the eleventh hour of this development cycle.

used variables and functions. Some commonly used functions can be moved
from forwarding/lib.sh to this lib file. e.g. busywait().

Add function setup_ns() for user to create unique namespaces with given
prefix name.

A handful of tests require physical loopbacks to be used instead of veth
pairs. Add a helper that these tests will invoke in order to be skipped
when executed with veth pairs.

The test uses the 'TROUTE6' environment variable to encode the name of
the IPv6 traceroute utility. By default (without a configuration file),
this variable is not set, resulting in failures:

<title>selftests: forwarding: Skip test when no interfaces are specified</title>

As explained in [1], the forwarding selftests are meant to be run with
either physical loopbacks or veth pairs. The interfaces are expected to
be specified in a user-provided forwarding.config file or as command
line arguments. By default, this file is not present and the tests fail:

 # make -C tools/testing/selftests TARGETS=net/forwarding run_tests
 [...]
 TAP version 13
 1..102
 # timeout set to 45
 # selftests: net/forwarding: bridge_igmp.sh
 # Command line is not complete. Try option "help"
 # Failed to create netif
 not ok 1 selftests: net/forwarding: bridge_igmp.sh # exit=1
 [...]

Fix by skipping a test if interfaces are not provided either via the
configuration file or command line arguments.

 # make -C tools/testing/selftests TARGETS=net/forwarding run_tests
 [...]
 TAP version 13
 1..102
 # timeout set to 45
 # selftests: net/forwarding: bridge_igmp.sh
 # SKIP: Cannot create interface. Name not specified
