Add all of the remaining error codes from include/uapi/asm-generic/errno.h.

Previous updates to error.rs have been piecemeal -- adding single error
codes as needed. Instead, we can avoid future problems by adding all
the remaining error code in one swoop.

EDEADLOCK and EWOULDBLOCK are intentionally left out: they are just
deprecated compatibility aliases of EDEADLK and EAGAIN, kept around for
non-Linux/POSIX code, and have no use in new kernel code.

This patch replaces an instance of match + panic with const expect,
which is now usable in const contexts after the MSRV was updated to
1.85.0 (it was available since Rust 1.83.0).

Improve the doc comment of `from_err_ptr` by explicitly stating that it
will return `Ok(NULL)` when passed a null pointer, as it isn't an error
value.

Add a doctest case that tests the behavior described above, as well as
other scenarios (non-null/non-error pointer, error value).

There was a recent request [1] to mark as `#[inline]` the simple
`From::from()` functions implemented for `Error`.

Thus mark all of the existing

<title>rust: replace `CStr` with `core::ffi::CStr`</title>

`kernel::ffi::CStr` was introduced in commit d126d2380131 ("rust: str:
add `CStr` type") in November 2022 as an upstreaming of earlier work
that was done in May 2021[0]. That earlier work, having predated the
inclusion of `CStr` in `core`, largely duplicated the implementation of
`std::ffi::CStr`.

`std::ffi::CStr` was moved to `core::ffi::CStr` in Rust 1.64 in
September 2022. Hence replace `kernel::str::CStr` with `core::ffi::CStr`
to reduce our custom code footprint, and retain needed custom
functionality through an extension trait.

Add `CStr` to `ffi` and the kernel prelude.
