When we delete a u32 key via u32_delete_key(), we forget to
call idr_remove() to remove its handle from IDR.

We want to use dev_valid_name() to validate tunnel names,
so better use strnlen(name, IFNAMSIZ) than strlen(name) to make
sure to not upset KASAN.
