<title>decnet: Fix disappearing sysctl entries</title>

When decnet is built as a module a simple:
echo 0.0 &gt;/proc/sys/net/decnet/node_address

results in most of the sysctl entries under /proc/sys/net/decnet and
/proc/sys/net/decnet/conf disappearing.

For more details see http://www.spinics.net/lists/netdev/msg226123.html.

This change applies the same workaround used in
net/core/sysctl_net_core.c and net/ipv6/sysctl_net_ipv6.c of creating
a skeleton of decnet sysctl entries before doing anything else.

The problem first appeared in kernel 2.6.27. The later rewrite of
sysctl in kernel 3.4 restored the previous behavior and eliminated the
need for this workaround.

This patch was heavily inspired by a similar but more complex patch by
Larry Baker.

Robin Holt tried to boot a 16TB machine and found some limits were

We can switch infrastructure to use long "instead" of "int", now
atomic_long_t primitives are available for free.

Now that sys_sysctl is a compatiblity wrapper around /proc/sys
all sysctl strategy routines, and all ctl_name and strategy
entries in the sysctl tables are unused, and can be
revmoed.

In addition neigh_sysctl_register has been modified to no longer
take a strategy argument and it's callers have been modified not
to pass one.

It's unused.

It isn't needed -- read or write flag is already passed and sysctl
shouldn't care about the rest.

It _was_ used in two places at arch/frv for some reason.

I want to compile out proc_* and sysctl_* handlers totally and
stub them to NULL depending on config options, however usage of &amp;
will prevent this, since taking adress of NULL pointer will break
compilation.

So, drop &amp; in front of every -&gt;proc_handler and every -&gt;strategy
handler, it was never needed in fact.

name and nlen parameters passed to -&gt;strategy hook are unused, remove

do something tricky for which, say, pointer to original userspace array
may be needed (name).

The decnet includes two places to patch. The first one is
the net/decnet table itself, and it is patched just like
other subsystems in the first patch in this series.

The second place is a bit more complex - it is the
net/decnet/conf/xxx entries,. similar to those in
ipv4/devinet.c and ipv6/addrconf.c. This code is made similar
to those in ipv[46].
