Like some of the other Yoga models the Lenovo Yoga 3 14 does not have a
hw rfkill switch, and trying to read the hw rfkill switch through the
ideapad module causes it to always reported blocking breaking wifi.

This commit adds the Lenovo Yoga 3 14 to the no_hw_rfkill dmi list, fixing
the wifi breakage.

The Chrome platform support depends on X86 || ARM because there are
only Chromebooks using those architectures. But only some drivers
depend on a given architecture, and the ones that do already have
a dependency on their specific Kconfig symbol entries.

An option is to also make CHROME_PLATFORMS depends on || COMPILE_TEST
but is more future proof to remove the dependency and let the drivers
be built in all architectures if possible to have more build coverage.

The hwswitch state can be changed at runtime, so make sure dell-laptop
always knows the current state. It can be modified by the userspace
utility smbios-wireless-ctl.

Make sure that before initializing SMBIOS call, the input buffer does
not contain any garbage (e.g. values from previous SMBIOS call). This
fixes problems with passing undefined/random parameters to SMBIOS
functions.

Pull late x86 platform driver updates from Darren Hart:
 "The following came in a bit later and I wanted them to bake in next a
  few more days before submitting, thus the second pull.

  A new intel_pmc_ipc driver, a symmetrical allocation and free fix in
  dell-laptop, a couple minor fixes, and some updated documentation in
  the dell-laptop comments.
