Force dev_alloc_name() to be called from register_netdevice() by
dev_get_valid_name(). That allows to remove multiple explicit
dev_alloc_name() calls.

The possibility to call dev_alloc_name in advance remains.

This also fixes veth creation regresion caused by
84c49d8c3e4abefb0a41a77b25aa37ebe8d6b743

<title>hostap_cs: fix sleeping function called from invalid context</title>

pcmcia_request_irq() and pcmcia_enable_device() are intended
to be called from process context (first function allocate memory
with GFP_KERNEL, second take a mutex). We can not take spin lock
and call them.

It's safe to move spin lock after pcmcia_enable_device() as we
still hold off IRQ until dev-&gt;base_addr is 0 and driver will
not proceed with interrupts when is not ready.

Fix runtime warning with backtrace from hostap by removing
netif_stop_queue() call before register_netdev. Tested to work fine on
hostap_pci Prism 2.5.

from prism2_free_local_data() and replace it with explicit flushing of
work items on the respective free functions.  Work items in ap_data
