Add a new PHY driver for the DAPU Telecom DAP8211R(I) Gigabit
Ethernet PHY, which is commonly used in enterprise and industrial
networking applications.

The driver implements extended register access via indirect addressing
through corresponding registers, and provides comprehensive device tree
support for RGMII delay configuration. The rx-internal-delay-ps and
tx-internal-delay-ps properties allow precise tuning of clock delays in
150 ps steps from 0 to 2250 ps.

Add a driver for the ADIN1140's internal 10BASE-T1S PHY. The device
doesn't implement autonegotiation, so the link is always reported as
being up.

The device implements both C22 and C45 MDIO access methods, but can only
be discovered over C22, since the C45 MMD devices lack the MDIO_DEVID1 and
MDIO_DEVID2 registers. The indirect C45 over C22 feature is not
supported.

In preparation of Airoha AN8801R PHY support, split out the interface
functions that will be common between the already present air_en8811h
driver and the new one, and put them into a new library named
air_phy_lib.

Add support for the LAN8670/1/2 Rev.D0 10BASE-T1S PHYs from Microchip.
The new Rev.D0 silicon requires a specific set of initialization
settings to be configured for optimal performance and compliance with
OPEN Alliance specifications, as described in Microchip Application Note
AN1699 (Revision G, DS60001699G – October 2025).

This driver by now supports 17 different Microchip (formerly known as
Micrel) chips: KSZ9021, KSZ9031, KSZ9131, KSZ8001, KS8737, KSZ8021,
KSZ8031, KSZ8041, KSZ8051, KSZ8061, KSZ8081, KSZ8873MLL, KSZ886X,
KSZ9477, LAN8814, LAN8804 and LAN8841.

Support for the VSC8201 was removed in commit 51f932c4870f ("micrel phy
driver - updated(1)")

Update the help text to reflect that, list families instead of models to
ease future maintenance.
