[media] siano: unnecessary check before rc_unregister_device()

The rc_unregister_device() function tests whether its argument is NULL
and then returns immediately. Thus the test around the call
is not needed.

This issue was detected by using the Coccinelle software.

Add decoder chip ids 43-53.
Use 32bits for the serial number.

Other posts suggests that it is not actually an error on cards without a
CI interface. Here's a patch that turns it into a debug message, so it
does not clobber the logs.

[media] cx2341x: fix kernel oops

The v4l2_ctrl_config struct must be zeroed before passing it to
v4l2_ctrl_new_custom(). This was always wrong, but with the recent
v4l2-ctrls.c changes this is now much more likely to lead to a
kernel bug.

This is the only place where this struct wasn't initialized properly.
