Add clk provider feature for the adf4350.

Even though the driver was sent as an IIO driver in most cases the
device is actually seen as a clock provider.

This patch aims to cover actual usecases requested by users in order to
completely control the output frequencies from userspace.

Pull char/misc and other driver subsystem updates from Greg KH:

We can reduce boilerplate code by using
devm_regulator_get_enable_read_voltage().

The common mode voltage is now passed as a parameter in the init
functions so we can avoid adding a state member that is only used
during init.

Dual microwave down converter module with input RF and LO frequency
ranges from 0.5 to 32 GHz and an output IF frequency range from 0.1 to
8 GHz. It consists of a LNA, mixer, IF filter, DSA, and IF amplifier
for each down conversion path.
