<title>drm/amdgpu: don't do resets on APUs which don't support it</title>

It can cause a hang.  This is normally not enabled for GPU
hangs on these asics, but was recently enabled for handling
aborted suspends.  This causes hangs on some platforms
on suspend.

As the S3 hang issue has been fixed by another commit:

We have a S3 issue on that SKU with BACO enabled. Will bring back this
when that root caused.

Since ASPM function has been stable, we don't need to add the modprobe
parameter and we can enable ASPM by default.

warnings by explicitly adding multiple break statements instead of just
letting the code fall through to the next case.
