[Why]
The vram width value is 0.
Because the integratedsysteminfo table in VBIOS has updated to 2.3.

[How]
Driver needs a new intergrated info v2.3 table too.
Then the vram width value will be correct.

1) Generalize the function--if the user didn't set
   i2c_address, still return true/false to
   indicate whether VBIOS contains the RAS EEPROM
   address.  This function shouldn't evaluate
   whether the user set the i2c_address pointer or
   not.

2) Don't touch the caller's i2c_address, unless
   you have to--this function shouldn't have side
   effects.

3) Correctly set the function comment as a
   kernel-doc comment.

Starting from Navi+, the rlc reference clock is used for system clock
from vbios gfx_info table. It is incorrect to use core_refclk_10khz of
vbios smu_info table as system clock.

for atomfirmware. add helper funciton to query firmware
capability and cache the value at early stage.

arcturus and sienna_cichlid share the same version
of umc_info interface (umc_info v33). arcturus uses
umc_config to indicate ECC capability, while
sienna_cichlid uses umc_config1 to indicate ECC
capability. driver needs to check either umc_config
or umc_config1 to decide ECC capability for ASICs
that use umc_info v33 interface.
